Evaluation
of the Project - Final Report on Phase 1 |

On
14th February, the National Assembly Education and Lifelong Learning
and Skills Committee will receive a very positive Final Evaluation
report on the Assembly Government/CILT Cymru Key Stage 2 Modern Foreign Languages
pilot project. This independent evaluation was produced by the People & Work
Unit, Abergavenny. Here is a summary of its key findings: - School
staff, parents and pupils all agree that the introduction of a foreign
language
at KS2 is a worthwhile addition to the statutory curriculum - The focus
on speaking and listening at KS2 encouraged a positive approach by pupils when
they arrived at secondary school
- Children become more aware of other
cultures and peoples
- There is a positive effect on language skills in
English and Welsh
- Having a degree of fluency in two languages (Welsh
and English) is seen to provide an advantage in learning a 3rd or 4th language

The MFL pilot project has helped to develop or strengthen effective Transition
links between primary and secondary schools
- Specialist teaching was seen
to be important, and when led by the secondary school, this was seen to be particularly
valuable for pupil progression
- The MFL pilot project successfully engaged
both boys and girls, and was frequently able to involve pupils with special educational
needs
- There was a high degree of enthusiasm for the project from teachers,
pupils, parents and school governors
- CILT Cymru’s role in providing
training, advice and guidance was valued
The Welsh Assembly Government
is in the process of reviewing its foreign languages strategy ‘Languages
Count’. The original strategy, of which the KS2 pilot project was a component
part, was launched in 2002. The current MFL pilot will continue to receive funding
from WAG until 2008, when the new strategy will be launched.
A further
Independent Evaluation (ARAD Evaluators) of Phase2 will take place throughout
2008 and 2009 culminating in a second Final Report which will be presented to
the Assembly Government in Autumn 2009. Over the next 2 years ARAD will visit
all secondary schools in the Project and a sample of primary schools. They will
talk to Headteachers and class teachers aswell as key stakeholders within LEAs
and other institutions. We look forward to working with them and seeing the impact
of the Project in KS3 thus far...
